Marwan is a Senior Consultant at Effecta Compliance Middle East, bringing over 18 years of extensive experience in regulatory compliance and risk management across the banking, investment, brokerage, and asset management sectors.
His expertise spans across various sectors including conventional and Islamic commercial banking, investment banking and corporate finance, capital markets, as well as asset and wealth management. His deep understanding of both traditional and innovative financial practices allows him to offer invaluable insights and solutions in these complex areas.
Prior to joining Effecta Compliance, Marwan served as the Head of Compliance Market Infrastructure for the BGC Group in the United Kingdom, where he oversaw regulatory obligations related to electronic trading, including trade and transaction reporting, alternative trading systems, and SEF and Exchange requirements. From 2013 to 2023, Marwan acted as the Head of Compliance and Financial Crimes division for Cantor Fitzgerald’s operations across the Middle East, Turkey, and Africa. In this role, he built strong relationships with regulators, managed a robust compliance team across multiple jurisdictions, and provided strategic advice to executive management on expansions, acquisitions, and business variations.
Marwan has extensive expertise reporting to the Dubai Financial Services Authority (DFSA) and the Central Bank of the United Arab Emirates. His background also includes interactions with other prominent regulatory bodies, such as the Qatar Central Bank, the Financial Conduct Authority (FCA) in the United Kingdom, and the Central Bank of Bahrain, as well as financial regulators in Saudi Arabia, Jordan, Egypt, Kuwait, Turkey, and Israel.
Marwan is originally from Canada and earned his undergraduate degree in Business and Commerce from Brock University. Marwan holds professional certifications from both the Chartered Institute for Securities & Investment (CISI) and the Association of Certified Anti-Money Laundering Specialists (ACAMS).
