Dorian is a Consultant at Effecta Compliance. Since being ‘Called’ to The Bar of England and Wales in 2011, Dorian has attained 11-years post-qualified experience, with professional roots lying in Criminal Defence Law, specialising in serious Financial Crime related offences.
In 2015, Dorian made the transition to Compliance Consultancy, supporting Private Banking and Wealth Management Financial Institutions through a series of regulatory remediation projects under the jurisdiction of the UK FCA. In doing so, Dorian obtained invaluable experience in the harmonisation of group-wide policies and procedures, whilst negotiating significant regulatory differences between jurisdictions such as, the UK, United States, and Switzerland. During this period, Dorian secured Anti-Money Laundering qualifications through the International Compliance Association (“ICA”).
In the wake of the Panama Papers, Dorian worked with the FIAU and MFSA Maltese Financial Regulators in the capacity of SME for on-site investigations. Covering Compliance from both a Financial Crime Prevention and Prudential Licencing angle, Dorian conducted thematic reviews which enabled the Regulator to assess systematic deficiencies and what resulting action to pursue.
Subsequently, Dorian demonstrated his versatility by completing a 2-year, multi-thread, global remediation project in oil and gas with Royal Dutch Shell – Trade and Supply. In the capacity of Senior Quality Assurance, Dorian reviewed the work of ‘Big 4’ consultants, provided training, pilot-tested procedures and served in a Compliance Advisory capacity.
Dorian has been based in the UAE for 2-years. Since arriving in Dubai, he has held the positions of Head of Legal and Compliance for a DIFC based, Fintech start-up and Global Senior Compliance Manager for a US NASDAQ listed, DWTC based, mobility Tech start-up. As absolute Start-Ups, Dorian successfully constructed and implemented tailormade Compliance Frameworks from scratch inclusive of monitoring and reporting programmes.
Dorian’s UAE chapter has furnished him with in-depth experience relating to Regulatory requirements for start-ups from the perspective of Money Service Businesses and Merchants; and comfort in liaising with regulatory authorities such as the DFSA and United States SEC. Since joining Effecta Dorian has worked with both FSRA and DFSA regulated entities including Payment Services Firms and Category 1 Banks and can assist with remediation projects, ongoing support and authorisations.
